Mr Vansittart very much regrets the delay which has taken place in Mr Martins business. He is sensible that from its nature it requires a particular degree of dispatch & celerity. At the same time Mr M. must be aware that until the issue of certain events is distinctly known it is impossible for Govr to decide upon the part to be taken.

El señor Vansittart siente muchísimo la demora que ha habido en el asunto del señor Martin. Es consciente que, debido a su naturaleza, requiere un cierto grado de prontitud y celeridad. Al mismo tiempo, el señor M debe saber que hasta que el resultado de ciertos acontecimientos no sea claramente conocido, es imposible para el Gobierno decidir sobre su participación.
