Bath may 25th. — 1801.
1° What is written herein af ter, ir grounded on the supposed Fact the People of…, oppressed by esternal Provincial Govt wich is violence against Political Govt & Liberty, are desirous & prepared to emancipate themselves, if they can be protected during the first efforts of the Operation.
2° It is written as grounded on the suppossed Fact that the Armament sent to their assistance is sufficient & adequate, together with their own cooperation to protect them in their first efforts, and during the operation of their Emancipation, both against the Resistance of the Officers & Forces of the Oíd Provincial Govt and against the Obstruction which servile minded Men, attached by projett & interests to & having a share in the old Govt may oppose to it.
As soon as the Armament shall arrive on the Coast, at the place of debarkation whether at … or… The Peonle should be sounded as to the reception, which the Friendly Troops may expect, so far as to form a judgement on what conditions, or with what precautions they may go on shore & enter the Country. But whatever may be the Result of such Trial, the Debarkation should be effected directly. Because, however willing the Natives may be in their hearts to meet the friendly, they most probably may not hazard the Move untill they see these Troops actually landed m their Country, and the Naval Armament ready on the spot to cooperate with them.
This Military Body wheteh joined by Native Troops or not should, as it is & suppossed fact that is equall & adequate to the service, march forwad directly into the Country, on such a Plan of operations as the Military Commander, from his Knowledge of the nature of the Country shall find effective.
The Province with which you have opened communication, & so every province, as you shall open communication with it, should be required Bzorses, Mules, Oxen, Carriages Drivers & Guides, Frost Provisions & Forage.
The People of the Country should assured by Manifesto duely signed & authenticated; by Declarations & Proclamation that the Military Armament is come to protect them, and to assist them in the operations of their Emancipation: and will preserve inviolate the Houses Goods & Property of every sort as also the Persons.
The Officers commanding in any Garrison or Post should be summoned to surrender up their Command, or if they think themselves engaged by a point of honor to maintain & can closed sucb, to leave them Personally after such summons, to their own Course; But the said summons should expressly require & insist upon their not detaining any Native, who is unwilling to fight against his own Country and the Liberators thereof; but to permitt them on such summons to quit the Garrison or Post & Service on pain of suffering such Treatment as such an act of so unjustifiable a Detention will expose them to.

1° Lo que más adelante queda escrito está basado en el supuesto hecho de que el Pueblo de………oprimido con violencia por un Gobierno Provincial externo en contra de un Gobierno Político y de Libertad, está deseoso y preparado para emanciparse si pueden ser protegidos durante los primeros esfuerzos de la operación.
2° Queda escrito como fundado en el supuesto hecho de que el armamento enviado para asistirles sea suficiente y adecuado, junto con su propia cooperación, para protegerles durante los primeros esfuerzos y durante la operación de su emancipación, tanto contra la resistencia de los oficiales y fuerzas del antiguo Gobierno Provincial como contra los obstáculos que hombres de mente servil, ligados por planes e intereses y participando en el antiguo Gobierno, puedan oponerles.
En cuanto el armamento llegue a la Costa, al sitio de desembarque, tanto en….como en……..se debe averiguar entre la gente lo que se piensa sobre el recibimiento que puedan esperar las tropas amigas, para formar un juicio sobre qué condiciones o con qué precauciones pueden bajar a tierra y entrar en el País. Pero sea cual sea el resultado de dicho tanteo, el desembarco debe efectuarse enseguida porque con todo lo dispuestos que puedan estar en sus corazones los nativos para recibir al amigo, probablemente no arriesgarían la acción hasta no ver estas tropas realmente desembarcadas en su País y al armamento naval preparado en el lugar, para cooperar con ellos.
Este Cuerpo Militar, unido o no a tropas nativas, deberá, ya que es un hecho supuesto de que está a la altura y adecuado al servicio, adentrarse enseguida en el País con un plan de operaciones que el Comandante Militar, por su conocimiento de la naturaleza del País, encuentre efectivo. A la provincia, con la cual V. ha abierto comunicación, y también con cada provincia a medida que abra V. comunicación con ella, se le deberá requerir caballos, muías, bueyes, cocheros y guías, provisiones para la tropa y forrajes.
Los habitantes del País deberán ser asegurados, mediante manifiesto debidamente firmado y autenticado, declaraciones y proclama, de que el armamento militar ha venido a protegerles y a ayudarles en las operaciones de su emancipación y que mantendrán la integridad de las casas, bienes y propiedades de todo tipo así como la de las personas.
Los oficiales al mando de una guarnición o puesto deberán ser requeridos a entregar su mando, o si se creen comprometidos por un punto de honor a mantenerse serán, tras dicho requerimiento, personalmente abandonados a su suerte. Sin embargo dicho requerimiento deberá solicitar expresamente e insistir en que no se detenga ningún nativo que esté poco dispuesto a luchar en contra de su propio País y de los Libertadores del mismo; pero permitirles, tras este requerimiento, abandonar el cuartel o puesto y servicio so pena de sufrir el trato al que les expondrá un tal acto de detención tan injustificado. Estos papeles que V. tiene entre sus manos, ya redactados y preparados, deberán ser impresos antes de que V. se embarque,
