That you may act upon full information & according to the spirit of the People, and with their cooperation, you shall call upon each Province, as you can open communication there with, to send one or more Deputies to you, in order to form a Council by & will whose advice you may conduct the operation of their Emancipation and of the Establishment of a Free Politcal Constitution of Government.
If any Province so called upon shall from Neglect or Refusal not send to you such Deputy or Deputies, you must from such information & know ledge of caid Province & of the Inhabitans whereoff as you may have or can obtain, send for some Person or Persons fitt to be such Deputies & Members of your Council, and of your own authority name & constitute them members thereof.
This measure should extend to the Provinces Cumana, New Barcelona, CaracasVenezuela, Maracaybo. Herida, Sta Martha, Carthagena, Sta Pee & all the Provinces of the Viceroyalty of Grenada.
Special Care should be had to let the Ecclesiasticks both secular & Regular be assured that there is no intention or design to disturb their establishment, unless they become hostile and oppose this Emancipation of the Laity, otherwise that to free & libérate them from payins any taxes on any Revenue whatsoever to the Spanish Government and to emancípate them from all subordination to any foreign Jurisdiction. At the same time great management & must prudence must be observed that they have not any actual Power in the state either Execution or Judicial: And it is further a matter of deep consideration how far they may be admitted to have a share in the Legislation If, when the Govertmen come to be settled and established, it should thought just & proper that the Clergy should bear their proportion of the Public Taxes. It seems just & according to tbe Principies of liberty &free Government that they should have a share in the Levying of them «fe of granting them as Revenue to the State.
Measures thus taken to communicate the Buisness of tbe operation to the People, and to prepare for commencing to act, no time should be lost: And untill the People are in

Que V. pueda actuar en base a una información completa y en acorde con el espíritu de los habitantes, y con su cooperación avisará a cada provincia, a medida que V. pueda abrir comunicación con ella, para que le manden uno o más delegados para formar un Consejo con el cual y con cuyos informes V. pueda llevar a cabo la operación de la emancipación de estos y el establecimiento de una libre constitución política de Gobierno.
Si alguna provincia así convocada, por descuido o negativa, no enviara a V. dicho delegado o delegados, V. deberá, mediante información y conocimiento de cada provincia y de los habitantes de ella que pueda obtener, mandar a llamar alguna persona o personas capaces de ser dichos delegados y miembros del Consejo de V., y por la propia autoridad de V., nombrarlos y constituirlos como miembros de éste. Esta medida debería extenderse a las provincias de Cumaná, Nueva Barcelona, CaracasVenezuela, Maracaibo, Mérida, Santa Marta, Cartagena, Santa Fee y todas las provincias del Virreinato de Granada.
Se debe tener un cuidado especial para asegurar a los eclesiásticos, tanto seglares como regulares, que no hay intención alguna ni propósito de inquietar sus establecimientos, al menos que sean hostiles y se opongan a esta emancipación de los laicos, si no es para liberarlos de pagar al Gobierno español impuesto alguno sobre cualquier ingreso que sea y para emanciparlos de toda subordinación a una jurisdicción extranjera. Al mismo tiempo debe observarse un gran proceder y prudencia absoluta para que no tengan verdadero poder en el Estado, tanto ejecutivo como judicial. Y es además un tema para consideración profunda hasta que punto se les puede dejar tener una participación en la Legislación. Si, una vez organizado y establecido el Gobierno, se pensase justo y apropiado que el clero soportase su parte de los impuestos públicos, parece justo y en acorde con los principios de libertad y Gobierno libre, que ellos participen en la recaudación de estos y en cederlos como ingresos al Estado.
Tras tomar medidas para comunicar el asunto de la operación a los habitantes y prepararse para comenzar a actuar, no debe perderse tiempo. Y hasta que el pueblo esté
