My Dear General
If when the Colombians meet and are in a stale & capacity to Consult and Act, they shall think my past service have been of any use & merit to them; If They shall acknowledge them by any Mark of Recognizance: And if then They shall be of opinion that my services can be of any future use to them as an Independent and sovereign Nation: I beg, Sir, that you will on my part make them a Tendure of my Future Services, without stipulating for any Nummury appointments or Establishment; and I will engage to act as their accredited Agent, provided They invest me with sufficient Authority to act fro them in whatever matter they charge me with: and that they give me such adequate & efficient Powers as shall enable me to fulfill such Charge effectually, in all Cases which may arise. In executing of such Powers I will hold myself Responsible and accountable to Them in all matters & things wherein I shall make use of such Powers.

Mi estimado General:
Si los Colombianos se reúnen y están en condición y capacidad de consultar y actuar, deberán considerar si mis servicios pasados han sido de alguna utilidad y mérito para ellos; si ellos quieren admitirlo mediante alguna señal de reconocimiento y si entonces opinaran que mis servicios pudieran serles de alguna utilidad futura como Nación Independiente y Soberana, le ruego, Señor, que de mi parte les haga V. una proposición de mis futuros servicios, sin estipular ningún nombramiento ni mando. Y yo me comprometeré a actuar como su Agente acreditado, siempre que me confieran la suficiente autoridad para actuar a favor de ellos en cualquier asunto que me encarguen; y que me concedan los poderes adecuados y eficientes tales como para permitirme cumplir semejante cometido eficazmente en todos los casos que puedan surgir. Al ejecutar tales poderes me haré responsable y les daré cuenta de todos los asuntos y cosas donde yo haga uso de estos poderes. Tengo el honor de ser, Señor, el más obediente y fiel,
