The Project herein above detailed in the ten articles Goes only to tbe forming sucb organization of the Communities, as shall render tbe People of such organized Community capable:
1st.— of receiving and obeying (saving their rights and Liberty) and of actfng nnder an Efficient Momentum of the just Power of Government both in the Civil & Military lines of its Executive.
2.— As shall enable them to forro an adequate Representativo Member of the Legisla ture.
3.— As shal enable them to levy & collect in an equall and just manner such takes &c. as shall be imposed by the whole Body of the Legisture.
This not go to the Formation of the' Seríate which should consist of a Representative of the Land, Xobility, elective and not Hereditary, elected at the same time that the Representative of the Commons (as above organized) are elected as representative so elected by the Nobles.
The Project above does not go to nor meddle in this Branch of the organization of the Community, as the Author does not know nor is any way cognizant of their State & condition, their rights or interests.
The Project above does not go, nor meddle with, the formation and establishment of the Supream Executive, as it supposes, that the Powers the conditions under wich such Powers should be held and act — and intercommunion in organization, by which it should be connected with and to the two other Branches of the Community.— ought to be arranged, settled & Established by the Cómmon Consent of those Branches of the Community.

El proyecto susodicho, detallado en diez artículos sólo va hasta la formación de una organización de las Comunidades que pueda hacer que los habitantes de una Comunidad, así organizada, sean capaces:
1° De recibir y obedecer (conservando sus derechos y Libertad) y de actuar bajo un ímpetu eficaz del poder justo de Gobierno, tanto en las líneas militares como civiles de su Ejecutivo.
2° Que se les facilite establecer un competente miembro representativo de la Asamblea Legislativa.
3° Que se les capacite para exigir y recaudar de manera exacta y justa los impuestos, etc., que sean prescritos por el conjunto del Cuerpo de la Asamblea Legislativa.
Esto no alcanza la formación del Senado que debe constar de un representante de los terratenientes, de la nobleza electiva y no hereditaria elegidos al mismo tiempo que el representante de los Comunes (según lo dicho antes) que son elegidos como lo son los representantes de los nobles. El proyecto antes mencionado no alcanza ni se mete en esta parte de la organización de la Comunidad, ya que el autor no conoce ni está en ningún modo enterado de su situación y condición, sus derechos o intereses.
El proyecto antes mencionado no alcanza ni se mete en la formación y establecimiento del Ejecutivo Supremo, ya que supone que los poderes, las condiciones en que tales poderes deben ser mantenidos y actuar, y los intercambios dentro de la organización por los que debe ser unido con las otras dos partes de la Comunidad, deberán ser preparados, decididos y establecidos por el común acuerdo de aquellas partes de la Comunidad.
