a Capacity to act, you, with the aid of the Power which you take with you, must direct order «fe execute every measure «fe every step to be taken, of your own Authority.
Previous to any further proceeding you should of your own Authority, if you have not yet any Council to act with you; or if you have then by & with the advice of such Council, direct a Certain portion of the Royal Revennues to be remitted to you for the support & maintenance &c of the Protecting Military Power; and for the support of the Provisionary General Government which you shall have established.
Whilst Matters are in this Course & have made this Progress. The Inhabitants of each Province with which you have Communieation and fhieh you can Protect shoul be callen upon to meet in Convention; the Constituents of which Convention the Principal Landowners in their own Persons and the Corporations in each Province by their Deputies, such Convention in the first instance & on the first instance & on the first acting, should proceed no further than to the forming & constituting a temporary provisionary Goverment. This Government should consist of a Governor & Council, who shall appoint all necesary executive & Judicial officers, to act under & during the Continuance of such provisionary Government.
This Government thus provisionally established should elect constitute & appoint one or more Deputies, and order «fe sent such to a General Convention, of the whole Viceroyalty or State: And this Convention so melt and assembled shall be impower'd & required to form, constitute «fe establish a General Government for the whole Vicerovalty or State. Although may be, for form's sake, elected by the Deputies from the several Provinces: yet if the Buisness be wisely as settled beforehand so as that you be recommended & named by the Country which is the Liberator & Protector of... and so signified; If may be so managed that you (as Genj Washington was chosen President by Congress) may be chosen by the apparent will & act of the Inhabitants, willing and acting by these their Deputies, President General or Presidding Governor or by whatever stile or title his Office be denominated. The Council also must be by same management and address chosen by the apparent will & act of the Deputies.
I you see any demur, or find any puzzle likely to arise, in choosing you to be Governor at the first outset. You must not hazard the measure of Election, but assume the office as already having & holding it by the Command which you have of Liberating & Protecting armament. However if it can be done by mangement so tbat tbe Election of you to be Governor or President in tbe first instance may appear to be of tbe frewill & choice of tbe Convention, it would be so mucb mucb the better.
As Governor General you must bave tbe whole & solé Military Command (which you already be in possession of) and

Mientras que los asuntos sigan este curso y hayan progresado así, los habitantes de cada provincia con las que V. tenga comunicación y que V. puede proteger, deben ser llamados a reunirse en Asamblea, siendo los integrantes de dicha Asamblea los principales terratenientes en persona y las corporaciones de cada provincia a través de sus delegados; esta Asamblea, en primera instancia y en la primera actuación, no deberá proceder más allá de la formación y constitución de un Gobierno transitorio provisional. Este Gobierno deberá estar formado por un Gobernador y Consejo, quien nombrará todos los oficiales ejecutivos y judiciales necesarios para actuar bajo y durante la permanencia de dicho Gobierno provisional.
Este gobierno, así establecido provisionalmente, deberá elegir, constituir y nombrar uno o más delegados y ordenar y enviar los mismos a una Asamblea general del conjunto del Virreinato o Estado. Esta Asamblea, así reunida, tendrá poder y se le exigirá formar, constituir y establecer un Gobierno General para el conjunto del Virreinato o Estado. Aunque quizás, para salvar las apariencias, pueda ser elegido por los delegados de las distintas provincias; sin embargo, si el asunto es sabiamente concluido de antemano para que V. sea recomendado y nombrado por el país del cual V. es el Libertador y protector de……y así declarado, puede ser ingeniado de tal modo (tal como fue elegido Presidente por el Congreso, el General Washington) que V. pueda ser elegido Presidente General, Gobernador o de cualquier forma o título que sea denominado su cargo, por el deseo aparente y obra de los habitantes, dispuestos y actuando por estos sus delegados. El Consejo debe también, mediante el mismo manejo y habilidad, ser elegido por el evidente deseo y obra de los delegados.
Si V. ve alguna objeción o encuentra algún problema que pueda surgir al principio en su elección como Gobernador, no debe arriesgar la forma de elección sino asumir el cargo, como si lo tuviera y lo ocupara por el mando que V. tiene de libertar y de proteger el armamento. Sin embargo, si se puede conseguir mediante manejo que la elección de V. para Gobernador o Presidente en un principio pueda parecer de libre albedrío y elección de la Asamblea, sería tanto mejor.
