Purchases should be paid of the first Taxes that might be raised — that the Goods so purchased by the Government agent should be sent to England, to be disposed of to the best advantage, & the Proceeds thereof deposited in the Bank, in the Name of the South American Government & for the Purpose of providing, the arms, ammunition, stores, & their articles, that be wanted for its Service.
That until Public Matters were arranged, not vessel from foreign parts should be admitted, nor any Persons allowed to land, without a Passport from the British Government, or the South American Commissioner in London they bring great danger, that attempts will be made to introduce improper Persons.
That The Revenues shall be chiefly raised, from low Duties on the Exportation of articles that are exclusively produced in Spanish America, & can be had from no other Country, such as Gold, Silver, cashemer, vegonia, wool & & on articles imporied purely for Luxury such as Wines, Brandies, wrought silks, Lain, &, &.
Que las mercancías compradas de este modo por el Agente del Gobierno deberán ser enviadas a Inglaterra para ser vendidas con el mejor provecho y el producto de ello depositado en el Banco, a nombre del Gobierno de Sur América y con el fin de proporcionar las armas, municiones, provisiones y demás artículos que sean necesarios a su servicio.
Que hasta que los asuntos públicos sean arreglados, ningún navío de países extranjeros será admitido ni se permitirá a persona alguna desembarcar sin un pasaporte del Gobierno Británico o del Delegado de América del Sur en Londres. Existe gran peligro de que se intente introducir personas indebidas.
Que las Rentas serán sobre todo provenientes de moderados derechos de aduana sobre la exportación de artículos que son exclusivamente producidos en Hispanoamérica y que no podrán ser obtenidos de ningún otro país tales como el oro, plata, cachemir, vicuña, lana, etc., etc., y sobre artículos importados puramente para lujo tales como vinos, brandy, sedas trabajadas, lino, etc.
