Memorandums
Property of every Description, except what belongs to the Spanish Governement to be sacredly respected; & protected from Depredation.
That all persons, Spaniards or others, desirons to leave Spanish America, shall be permitted to do so with their Property, but that such as remain shall be consider'd, as Traitors, if they afterwards take part against the Country — & none to leave it, until order & good Government were established — all Taxes imposed by the Spanish Government to be totally abolished. Some new ones to be laid ob the Exportation of certain articles, & the importation of others, merely contributing to Luxury, by what the Paper in general would not be at all affected.
That until the Public Affairs were properly arranged, no Good of any Description should be shipt from South America, for the private account of any Individuáis — but that the agent of the new Government, exerced in the Credits, & for the account of this Government, purchase at fair Prices, all commodities, or articles, that might be offerd for sale — & shall such Purchases

La propiedad de todo género, excepto la que pertenece al Gobierno español, será sagradamente respetada y protegida de la depredación.
A todas las personas, españolas u otras, deseosas de abandonar Hispanoamérica, les será permitido hacerlo con sus bienes pero aquellas que se queden, serán consideradas como traidoras si después toman parte contra el país y ninguna partirá hasta no ser establecido el orden y buen gobierno. Todos los impuestos fijados por el Gobierno Español serán totalmente abolidos. Algunos nuevos serán cargados sobre la exportación de ciertos artículos y la importación de otros, afectando solamente a los artículos de lujo por lo que él (ilegible) en general no sería en nada afectado.
Que hasta no estar los asuntos públicos convenientemente arreglados, ninguna mercancía del género que sea será embarcada desde América del Sur por cuenta propia de ningún individuo, pero que el Agente del nuevo Gobierno, entendido en Créditos, y por cuenta de este Gobierno, comprará a precios justos todos los productos o artículos que puedan ser ofrecidos a la venta y dichas compras han de ser pagadas con los primeros impuestos que puedan ser recaudados.
