My Dear Sir
I shall as long as I live lamont that our proposal for assisting the S Americains to acquire their polilical Freedom & Independence has been neglected to be carried into execution. in the first place I regret this as it will prove a loss to Great Britain, which can never here after be repair'd in the secón place I feel great regret that the Person whom Providence seem'd to point out, & to bring forward as the only Instrument of so great a blessing to so large a portion of Mankind has not been permitted. to act when He could have carried that blessing into effect: I am however in some degree consoled on the personal account of that Person that He is in a situation, independent of chances, & the caprice of fortune, by which he may be ready to serve his Countryman if ever again an oportunity should offer.
As to the S. Americans, let the Evilones of Europe & of any other part of the Earth do, or neglect to do, what they may, this great portion of Markind will & must obtain their Preedom & Independence, though perhaps under harder & severer struggles than they would have experienced under our proposal. It is an Event that is coming on by nature and what the crooked politicks of men cannot prevent.

Mientras viva me lamentaré de que nuestro proyecto de ayuda a los Suramericanos para conseguir su Libertad e Independencia política haya sido descuidado en su puesta en ejecución. En primer lugar lo siento porque resultará ser una pérdida para Gran Bretaña, que jamás en lo sucesivo será reparada. En segundo lugar siento mucho que la persona, a quien la Providencia parecía haber señalado para presentarlo como el único instrumento de tan gran beneficio para una porción tan amplia de la Humanidad, no haya sido permitida a actuar cuando él podía haber llevado a cabo ese beneficio. Sin embargo me consuelo hasta cierto punto por la estima personal de esa persona que está en una situación libre de casualidades y del capricho de la suerte, por lo que puede estar preparado para servir a sus compatriotas si jamás se ofreciese de nuevo una oportunidad.
En cuanto a los suramericanos, dejad que los malvados de Europa y de cualquier otra parte de la tierra hagan o dejen de hacer lo que puedan; esta gran parte de la Humanidad conseguirá y debe conseguir su Libertad e Independencia aunque quizás con luchas más duras y más severas que las que hubieran experimentado con nuestro proyecto. Es un acontecimiento que está llegando naturalmente y que la política retorcida de los hombres no puede impedir.
