As to myself and as to the part I had in this buisness, and as to the natives which prompted me to internóse in its however I may be neglected & forgotten here by our wretched Statesman, I feel my reward & shall feel it still more, for the machine which I put in motion will in some future time sooner or later produce its effect. I may not, at my age, hope to see it, but that you may, is the eamest and unceasing wish & hope of my heart.
I have written & propose to publish this year a second Memorial to the Sovereigns of Europe & of the Atlantic. The first part states the rise, the progress, the operation & effect of the Revolutionary Spirit in the disorganization of Europe. The second part proposes to the Sovereigns of the Atlantic how & by what meausures & spirit it may be confined in its operations to the Continent of Europe, & how the Sovereigns of the Atlantic may, at the same time that they guard against it, establish, maintain & actúate their Rightfull independence interest & power. In which part I mention, or rather ref err to the proposal I made to Ministers & which they neglected. I do this is a way which guards all confidences & secrets & so as to make no imprudent disclousures of measures or Persons.—The third part marks precisely & specifically the True Doctrine of the social Compact or Original Gontract, so as to show how efficient Government
En cuanto a mí y a la parte que tomé en este asunto, y en cuanto a los nativos que me incitaron a interferir en ello, a pesar de que yo pueda estar arrinconado y olvidado aquí por nuestros miserables estadistas, presiento mi recompensa y la presentiré aún más, porque la máquina que yo puse en marcha producirá tarde o temprano, en un tiempo futuro, su efecto. No puedo a mi edad esperar verlo pero que lo pueda ver V. es el deseo sincero, incesante y esperanza de mi corazón.
He escrito, y me propongo publicar este año, un segundo Memorial a los Soberanos de Europa y del Atlántico. La primera parte menciona el desarrollo, progreso, acción y efecto del Espíritu Revolucionario en la desorganización de Europa. La segunda parte propone a los Soberanos del Atlántico cómo y con qué medidas y espíritu pueden ser reducidos en sus acciones hacia el Continente de Europa y cómo los Soberanos del Atlántico pueden, al mismo tiempo de que se protegen contra esto, establecer, mantener y activar su independencia legítima, interés y poder. En esta parte menciono o más bien me refiero a la propuesta que hice a los Ministros y que ellos descuidaron. Hago esto de una manera que protege todas las confidencias y secretos así como para no hacer revelaciones imprudentes de medidas o personas. La tercera parte señala, precisa y específicamente, la verdadera doctrina del Pacto Social o Contrato original para demostrar cómo un gobierno eficaz
